The basic idea for obtaining an unambiguous terminology is not only to identify and define the relevant terms but also to ascertain the relations between each other. The resulting term structure will be made accessible to the public by a web-based terminology management system. Based on this terminology, specifications for test scenarios can be designed. For this purpose, a software simulator needs to be developed for estimating the behaviour of the GNSS measurement quality under several operating and environmental conditions. For performing these test scenarios under real-life conditions, a reference system has to be developed that is independent from the satellite-based localisation system. An evaluation of the reference system's measurement quality in line with inter-national standards is required. The traceability will be achieved by using a measurement standard for the calibration of the reference system. Finally, the qualification procedure will lead to a standardisation proposal as a suggestion for technical committees and standardisation authorities like CEN, IEC and ISO.
